NASW-MD Required training for MD Social Workers Concerning Implicit Bias, Structural Racism, & Anti-Oppressive Social Work Practice
Under current Maryland Law there are continuing education requirements
for social workers to satisfy that concern the issues of implicit bias,
structural racism and anti-oppressive social work practice. Below you
will find specific information concerning each
of these requirements.
- Three anti-oppressive social work practice CEUS:
- This is a requirement to complete EVERY renewal period
- Workshop must be a Category 1 workshop
- Defined in BSWE Regulations
COMAR 10.42.06.03 A (1) (d): “3 of the required Category I continuing
education units shall have anti-oppressive social work practice content
focusing on race, culture, or equity,
and include one or more of the following topics:(i) Cultural humility;
(ii) Social justice; (iii) Racial equity; (iv) Implicit bias; or (v)
Anti-racism practices”

Implicit bias training requirement:
- Described in Md. HEALTH OCCUPATIONS Code Ann. § 1-225 that passed in the 2021 Legislative session (SB 5).
- Applies to ALL health
practitioners and training must be approved by the BSWE and the Maryland
Office of Minority Health and Health Disparities.
- This is a ONCE IN YOUR CAREER
requirement --when a social worker renews their license, they must
attest to meeting this requirement.
- Effective date of requirement: first license or renewal after April 1, 2021.

Structural racism training requirement:
- Described in MD HEALTH OCCUPATIONS Code Ann. § 1-225 that passed in the 2025 Legislative session (HB 783).
- Applies to ALL health
practitioners and training must be approved by the BSWE and the Maryland
Office of Minority Health and Health Disparities.
- This is a ONCE IN YOUR CAREER
requirement -- when a social worker renews their license, they must
attest to meeting this requirement.
- Effective date of requirement: first license or renewal after April 1, 2026.
